The Benefits of Failures to Pulchowk Campus Teachers

Tribhuvan University (TU) is the oldest and the most celebrated university of Nepal. The degree earned from TU is well recognized not only in Nepal but also abroad. Although TU’s administration and management is discontented time and again by the students and its stakeholders, it has earned a good reputation. Unlike the degree earned in Bihar or some other parts of India, about which the people have general thinking that certificates can also be bought, a degree earned from TU is never questioned or doubted. TU has maintained the assurance of quality education till date. When the private engineering colleges were intended to open in the affiliation of TU, it had a great deal of apprehension as to what will be the quality of education or will the colleges be able to produce quality engineers as Pulchowk Campus(PC) etc. It therefore made Institute of Engineering (IOE) the care-taker and the overseer of all the private engineering colleges affiliated to it so that the engineers produced by the private engineering colleges are equal in caliber to the engineers produced by PC.

The purpose behind giving all the responsibilities of TU-affiliated private engineering colleges to IOE was intended for the benefit of the private engineering colleges. Yet they have to suffer. This is because of PC’s influence on IOE. IOE keeps tampering on the convenience of private engineering colleges and favouring PC while taking its important decisions. PC has monopoly on setting question-papers, publishing examination schedules, checking answer-papers and publishing the results. The main theme of giving responsibilities of private engineering colleges to IOE has been thus strayed on to mere benefits of PC.

PC’s domination on setting question-papers and checking answer-papers has flourished the money making prospects of the teachers of PC, which, on the other hand, has hammered the stomachs of full-time teachers of private engineering colleges. Private engineering colleges invite them to take classes so that the performance of their college is appreciable in the final examinations. These teachers take more than twice the money that the colleges pay to their full-time teachers who work fully-dedicated from the morning till evening. They take away most of the credits for the success of the students leaving very little to the full-time teachers. The colleges are happy paying the teachers of PC because by doing so they are not only ensuring the maximum pass percentage in the final examinations but also buying the peace of mind to the management heads of the college. And from the perspective of PC teachers, they are happy to take classes in all the colleges affiliated to TU making more than Rs 1 lakh a month, which, otherwise working within PC only, would confine only to Rs 15 thousands to 20 thousands per month.

I do not intend to air my grievances against the earning opportunities of PC teachers. It is a common ambition of Nepalese to have a house in Kathmandu and to possess a car. It is not for them to blame. It is the outcome of the government’s failure to implement decentralization in country. Earning money per se is not so bad. But once a person grows passion to earn money, he slowly starts neglecting by what means it may come to him. The more means the money flows towards oneself, the better it is. But to become a rich man in a short period of time is not easy without resorting to the unfair means. Some PC teachers, too, have found such means. Their first and the foremost step is to create their demand in the market of private colleges which they play very skillfully.

It is said that a clever miscreant is the one who never breaks the rules but who finds loop-holes in them. The clever teachers of PC, therefore, play the game of ‘Artificial Demand Creation’ (ADC) apparently abiding by the rules of IOE. As the first step of the ADC-game, they prepare question-papers with not sufficient questions for the average students to pass. Some questions are also selected out-of-syllabus which they have usually covered in PC in a lecture or two. No foul has been committed up to this much. There is no such rule as to nab the teacher for asking tough questions or the questions on the topics not covered in private colleges even though they are out-of-syllabus. But this much is not sufficient to win the game. One more step is yet to be played. The main objective of Step Number One is to make as much students of private engineering colleges not to attempt the questions as possible. Before the second move, there are some safety measures to be considered. Step Number Two deals basically with checking answer-papers. While checking the answer-papers it should be kept in mind that no PC students should fail. An exception or two will do. There is a fairly good solution for this. The questions asked out-of-syllabus will be attempted only by the students of PC though most of the answers they give will not be precise. Since the PC students have apparently worked hard by attempting such tough questions - they are awarded full marks - even to those who have simply touched it. Now the time has arrived to move Step Number Two. In this step they check the answer-papers of private engineering students tightly and skew the marks, especially of those who have surpassed the pass-marks by just few marks. After the completion of Step Number Two, almost all the students of PC will have passed and most of the students of private engineering colleges will have failed.

The ADC-game is such a game in which there is only one player and the victory is always certain to its player. After playing the ADC-game the player of the game, the teacher, will be in high demand to the private engineering colleges affiliated to TU. The teacher is then invited by such colleges suffering heavy failures to come over and take classes to the following batch opening for him/her the doors of money making opportunities. This game has been continuously played and will continue to be played until it is out of IOE’s notice. This abominable game should be stopped as soon as possible either by making a rule that no PC teacher should be allowed to teach in TU-affiliated private engineering colleges, or, if it is not possible, it should be made mandatory for all the TU-affiliated private engineering colleges to appoint the PC teachers to teach all the subjects of engineering under a suitable arrangement of IOE.

A Little Off The Track

This exactly is not about the victims of ioe but is about all the victims of the field of civil engineering who have a sense of conscience. After the completion of B.E. I personally have found that most of the people( almost 99.99%) in this field are corrupted beyond correction. They have become incorrigible perpetrators of unscrupulous professional practices. I found blatant disrespect of the professional ethics that is taught to every prodigy of civil engineering. I was expecting a different scenario when I first entered into my professional life but found the ambience where there is collusion between the contractors and employers and the one to be deceived is the client. I dream if there ever will be quality construction as such in Nepal. I found myself time to time obliged to align myself with these mercenaries only to get in return a dearth means of meager subsistence. I am not aggrandizing myself but the situation I am facing is that with my sense of conscience and dignity I am developing a phobia from this profession. The profession is not bad per se but the trend is that people in this arena use this technical knowledge in their advantage for fraudulent money making. I wonder whether I will ever get to work in a decent environment and get perks for my sincere and honest execution of work rather than for the servility toward unscrupulous seniors and peers.

Foul Intentions of Pulchowk Campus Teachers

Many a time, it happens to the TU-affiliated private engineering colleges in some subjects that the maximum marks obtained by its topper in that particular subjects happens to be one of the lowest marks obtained by the students of Pulchowk Campus (PC). Take for instance, the 058 Computer Engineering batch of Kantipur Engineering College (KEC). The heighest marks secured by its topper in Data Structure and Algirithms (DSA) was 46 whereas it was one of the least marks secured by the students of PC. The performance of other private engineering colleges, too, was not so bad. Why, on the contrary then, KEC had such a dire performance? It is quite apparent that the students of KEC didn't labour enough to a superficially observing analyst but a careful scrutiny can certainly infer the iniquitous intension of the teacher checking the answer papers of the college. The backdrop of this incident is not so congenial. PC's subject teacher of DSA had a dispute with KEC administration as to taking classes in the same. The management of KEC had a snag for the teacher to take the classes of DSA as he was intended to teach Image Processing. But the teacher was in the mood of taking up both the subjects. He was discontented by the management's decision not to have given him DSA. He had warned the college management of dire consequences for that matter. When the results were published, it was shocking to the students and the management. This incident is remebered odously by 058 batch of KEC.

Our Common Trauma

There are innumerable private students of Institute Of Engineering (IOE), who even after completing their final year, haven't received their transcripts. Some are striving for clearing their back-papers while others, tired and frustrated, taking exams relentlessly and failing with just few marks deficit. Some have even given-up their hopes as to any possibility of receiving their degrees. Still others have already surrendered to their failures making up their minds to do something else in their life. What can be more pathetic and unfortunate to the students, their parents and to the country itself is that, even after investing lakhs of money and four valuable years of life, students still fail to become engineers! What an irony!

I have already discoursed in my previous posts as to why nepalese society adores the careers of doctor, engineer and pilot. As much it is a matter of pride and joy to the students, more than that it is to their parents, when their children get admission in engineering. Associated with it is the hope, aspiration and ambition of both the parents and the students. It is a matter of earning a prefix in front of one's own name, which, unlike one's surname, does not come as an inheritance from the parents. Along with its completion comes name, fame, wealth, prestige and honour. One turns out to be a significant and prominant personality after getting this degree. But, when, even after taking exams over and over again, a student fails to pass, then the tragedy begins. Life, as much it is beautiful after being an engineer, can be as horrible too, if one fails to pass. It is not easy to escape the aversion and detestation from the society. It takes a lot of courage and tactfulness of such a student to survive in the friends circle, family and the society. Not everybody is clever to hide their weaknesses. Some find really very difficult to answer the questions like, "So you've completed your engineering huh, so what now are you going to do next?" or something like, "Where are you working these days?" The worst of all is when one is addressed by "Engineer Sa'ab" in the friends circle, in the family or among relatives.Time and again, To sprinkle salt to one's wound, one will also be hearing the gossips of his/her marriage. Finally one ends up being a shit of lie loosing one's confidence day by day until he/she becomes absolutely miserable.

TU Affiliation or Pulchowk Campus?

There are more than half a dozen private engineering colleges affiliated to Tribhuvan University (TU). Still more colleges continue to open which are interested to take TU affiliation. TU has given affiliation not only to engineering colleges but also to the colleges of other desciplines like science, commerce, humanities etc. But the affiliation awarded to the Private Engineering Colleges is a bizarre case of affiliation.

Students of private engineering colleges, after studying a whole semester, fill up the forms for semester examination in their colleges. These forms are submitted in bulk to the Examination Control Division by the college administration. The examination control division, after taking processing time of few months, send examination entrance passes to the related colleges from where the students collect them. Upto this much of the story is very much alike with that of other TU affiliations. What follows after this is totally a case of atrocities and partiality to the private engineering colleges. Let's see how.

There are seprately four different entities of TU which are the key characters of this story. The first one is the Institute Of Engineering which is aliased as IOE. The rest ones are Pulchowk Campus (PC), Examination Control Division and the Jamal Office. IOE bears all the responsibilies of overseeing the private as well as the government-owned engineering college, PC. PC is the college run by IOE and is in ownership of the Government of Nepal which priviously was known as His Majesty's Governt (HMG). Unfortunately, among these four entities, PC lies inside the compound of IOE. Examination Control Division office lies near to IOE which is commmonly known as 'Pangre Ghar' to the students. PC's lying inside the IOE compound should make the influence of IOE on to PC obvious. But reverse is the case. IOE is very often influenced by the PC activties, student politics of PC and the existance of allies among teachers and lecturers of PC. In all this the convience and inconvenience of the private college students is never bothered to be considered. Not only is the IOE's remote-control on the hands of PC but the Examination Control Division follows PC in all respect including its examination related decisions. It is from this point arises the inequality between PC and private colleges and the private engineering colleges are suffering relentlessly.

The tragic story continues further when the students have to go to PC to take their examinations. There they receive question papers which have been prepared solely by the teachers and lecturers of PC. The teachers of PC prepare these questions on the basis of how far they covered in thier lectures in PC. Then, after the examinations, it is the teachers of PC themselves who are authorized to correct the answer papers. The Examination Control Division assigns examination roll numbers college-wise rather than from the albhabetic arrangement of the names of the examinees. Therefore, it is quite easy for the examiner correcting the answer papers, to know which college the bundle of answer papers belongs to. Since they are the teachers of PC it is quite obvious that they are biased favourably to PC. When the results are published majority of students of the private engineering colleges fail where as only few fail in PC. This is not because the private engineering college students are weak in studies. It is only because they are treated unequally. Moreover, sometimes the teacher correcting the answer papers happens to be the rival of the particular college. Such a teacher if get holds of the answer papers of that college, one can imagine what might happen!Therefore, the private engineering colleges are always in pressure to hire the teachers from PC to make the pass percent of their college significant. But even after hiring the teachers from PC offering them double money than the full time teacher of that college, students still feel hard to pass. This is the most unfortunate situation of all which, for instance, happend to 057 and 058 batch of computer and electronics in a subject called Digital Signal Processing (DSP).

In all this, TU does not seem to have undertaken any responsibility. Its job, apparantly, is just to give transcript when a private engineering student passes after going through all these atrocities of PC. If PC is the sole body determining the fate of all the students studying in private engineering colleges, why shouldn't the TU-affiliated private engineering colleges be called PC-affiliated?

What Kind Of Education Is This?

After the commencement of maoist insurgency, the industries and business of the country suffered losses and it became very difficult for the investors to find a secure area to invest. The interest rate of the bank went so low that people started giving loans based on their private contacts. This didn't last for too long though due to the deteriorating security which gradually worsened the economy of the country. The investors, as their nature is, always have their vested interests in those areas which give maximum benefit with minimum investment, paying them back in short period of time. The only business that thrieved very well in this period was the business running in the sectors of finance, health, education and man power supply to foreign countries. So many finance companies opened with a trailer such as 'Cooperatative'. So many nurshing homes mushroomed which later after adding a beautiful phrase 'And Research Center' turned into hospitals. This was because people say that after adding such a phrase the tax they are supposed to pay to the government is waived off. Schools mushroomed in every 500 meters distance and plus-two colleges opened abundantly renting two storey houses to big commercial complexes which are called with fancy names followed by words such as 'house', 'complex', 'tower', 'plaza' etc.

We can see so many colleges opened renting commercial complexes in the streets of kathmandu such as Jawalakhel, Baneshwor, Putalisadak. What does the opening of colleges in such big commercial complexes indicate? I request the readers to please give me your views. Monopoly of IOE

The monopoly of lecturers from the IOE not only disappoint students but at times discourages them too. What's the students fault in admitting to private colleges?? If the students admitted in the private colleges are really not elligible to study engineering then why has the Ministry of Education granted permission to run such type of private colleges and why has the IOE then provided them their affiliation. Exactly there is nothing to do with the affiliation or recognition from the university, its only due to enemity, the rivalry between IOE lecturers and administration of private Engineering Colleges. But in the rivalry the innocent, descent and most talented students has to be victimized. I want to draw attention that the students of private engineering colleges are really so weak in their studies. I can definitely assure that not at all but rather they are labourios and more deserving than IOE students. But the autocracy of IOE still prevails and God knows how and when will the students of Private Engineering Colleges will still be victimized inspite of their talency and hard labour. The IOE lecturers have become the woes of the students without a cause in order to reduce, maybe eliminate the fame of Private Enginnering Colleges. But what is the fault of students who manages to pay the fee hardly in order to admit into the private colleges but remains victimized for years and years.

Back then, India was a socialist country, and they decided that all they needed to develop was educate their youngs to become engineers and doctors. And since India was doing that, we followed. There were no consideration for individual aspiration or any concept of choice. We got fucked, by policy makers, by society, by parents and everybody else.
